ETC's outcome-based methodology for improving the business process helps
ensure customer success. We seek first to understand our customers' needs andrequirements, then set clear qualitative and quantitative objectives. Second, we collect process data to help determine the efficiency and effectiveness of relevant measures. As warranted, we develop and test proposed changes. Customer participation is critical throughout. Finally, together, we implement changes and track their performance for continual reassessment and upgrading. This outcome-based methodology can be used to improve process performance, quality, cost, and other business related necessities. ETC provides systems engineering disciplines to Government Agencies and offices. We study national defense requirements and develop plans to build and test elements of systems proposed for R&D and deployment. ETC examines the needs for each proposal and develop necessary technical approaches, funding and scheduling data for executing each program. We examine the National test facilities to determine best fit for testing and validating the system. ETC also look for ways to minimize costs through use of existing technologies, COTS, manufacturing techniques, testing/validation from concept to deployment. We participate in frequent progress reviews of test facilities and laboratories to ensure that configuration issues and concerns are being addressed. We are involved in system development from program initiation to completion.

ETC has provided SETA support planning and design of ground tests and flight tests, including such activities as developing test plans, test procedures, test directives, test design documentation. We have developed test strategies, planning, and certification efforts. Our operations experience includes developing test policy, procedure, and process standardization and commonality development. We have sound practices for asset scheduling, integration, configuration control, and resource planning. We are well practiced with applying System Engineering principles to develop readiness reviews based on vetted requirements established by the government agency.
ETC uses Project Management competencies to meet performance, cost and scheduling needs and expectations. These competencies include Project Scope via Work Breakdown Structure (WBS), Risk Assessment, Scheduling and the application of Earned Value Management (EVM) techniques. We have a background of coordinating test assets and test range resources, both fixed and mobile such as AEDC’s Advance Missile Signature Center (AMSC) data center management, data archiving, cataloging, data retrieval and distribution. Our staff is experienced with planning, developing, maintaining, and sustaining facilities and equipment for test activities. We have developed improvement and modernization plans for developing labs, control rooms, communications, and data centers.
ETC is experienced with applying Quality Assurance (QA) principles to ensure that the product and service an organization provides is fit for purpose and meets both external and internal requirements, including legal compliance and customer expectations. Management systems have been implemented under ISO9001 and DOE 5700.C2 standards. ETC has considerable experience developing T&E programs for large projects. We are experts in developing test and evaluation plans from which systematic test and evaluation periods may be implemented to produce data for validating system performance and operational utility. We stress early testing to evaluate a system’s intended performance and minimize risks during high-cost “full-up” testing. By testing a little and learning a lot, we can provide subsequent testing that can produce better data for system analyses. ETC has been sought to analyze test programs to determine best practices and methods for reducing risks in development and production programs for operational components and systems. We have supported programs by matching test facilities with test requirements to leverage capabilities to the extent practical and to develop positions for funding test facilities to the best use of their capabilities. We have evaluated modernizations and improvements (I&M) to test capabilities to position their future use in the best support postures. We continually measure test program suitability and progress and have successfully established I&M programs such as those funded by the Centralized Test Evaluation and Improvement Program (CTEIP).

ORSA provides our customers with the very best approach to incorporating critical factors including, human resources, potential future systems, business priorities, and corporate life cycle costs. Our active philosophy is to provide early evaluation of the ultimate use, and bring ORSA into each formula to provide system effectiveness to product and various outputs. We assess the performance and effectiveness of systems prior to placing them into operations.
ETC has developed data management plans, mission analyses, and mission assurance, including publishing pre- and post-test data analysis plans and provided briefings to high-level staff. |
