ETC provided systems engineering and technical assistance to the Missile Defense Agency (MDA). We studied national test laboratories and ground test facilities. These facilities provide testing of defense components and elements prior to flight-testing. Tasks included evaluating facilities, their personnel and their annual funding capabilities, which currently support validation of elements to be upgraded for future elements as they mature.
Also, we participated in frequent progress reviews of test facilities and laboratories to ensure that configuration issues and concerns were being addressed. This continuity approach helped maintain continuous support for the MDA programs. Lastly, we provided verification and validation (V&V) of software supporting MDA programs.
ETC used ORSA disciplines to assist governmental agencies in developing plans to
build R&D systems to demonstrate global multi-mode communications for airborne fleets. We developed the systems engineering and integration plans to provide bandwidth management, data management, and RF sources to demonstrate the feasibility of using COTS through a world-wide network to deliver and receive voice, data, video, and images. The ORSA approach includes assessment of the performance and effectiveness of operational systems.
ETC designed, developed and implemented several databases. Significant among
these was the BMDO database used to account for and to track over $370M of Government Furnished Properties for a major DoD development program. The database included identification of all required properties, their estimated cost, scheduled delivery and use dates as well as the responsible contractor and Government personnel, and their delivery modes. We developed routines to transfer data from disparate databases to standard Statistical Analysis System formats, which normalize previous data taken during field-testing to current field-testing. Our effort resulted in an evaluative process to determine performance and effectiveness of systems under operational testing. Systems included distributed, networked intelligence gathering systems and ground mobile systems. A second database was designed to support U.S. Army Evaluation Center. The database was developed to identify technical requirements for system operations.
ETC has been involved in developing and implementing test and evaluation programs for over a decade. We have developed System Engineering and Integration Management Plans (SEIMP), Test and Evaluation Master Plans (TEMP), Test Procedures, and Data Acquisition Plans. We have set up test programs, conducted tests, analyzed test data, evaluated test processes, and developed comprehensive test reports. We assess system effectiveness and performance prior to committing to full operations.
ETC has developed Integrated Support Plans (ISP) for several major government
programs. Significant among these was the ISP for the OASIS, a FFA networked system of over 1400 workstations accessed through servers and hubs located at FAA facilities. We determined spares provision requirements, calculated MTBF, MTTR, reliability and maintainability factors for a FAA long range plan. We also assessed operational requirement elements for future military systems for the AEC.
